No you don't. That isn't an action intended to cause global warming. To be fair though you should only count regulatory burdens that were proposed or passed or kept in place in whole or in part because of concerns about global warming, which greatly reduces the total cost/spending.

It doesn't matter who's spending it the point is the spending is dwarfed by the other side.
