If you count them, you need to count the health costs due to fossil fuels. No you don't. That isn't an action intended to cause global warming. To be fair though you should only count regulatory burdens that were proposed or passed or kept in place in whole or in part because of concerns about global warming, which greatly reduces the total cost/spending. A Drexel University study finds that a large slice of donations to organizations that deny global warming are funneled through third-party pass-through organizations that conceal the original funder It doesn't matter who's spending it the point is the spending is dwarfed by the other side.
