What makes you think they aren't? The URL for that page I showed you is at the top, but you have to use TOR to get there.

Can you build a web server? The mechanics of a simple one isn't complicated, but you have to know how to create a socket and watch it for activity at a minimum.

Not really sure what this illustrates, but...
