The have a substantial program to address it. It's the eternally stupid like you don't bother to find out about it. So did obama (the failed POS in the White House) for job creativity. He had plans and programs and several high level committees and councils and the unemployment rate (the REAL ONE) is higher than ever. Having a plan, regardless of how substantial does NOT mean shit.
