Insiders will not likely exercise. We could ask the same question of CCB. The 10 cent options are not exercised? But why exercise them until you confirm you have something in the PEA? Unless time is your enemy.

So zen not exercising because the true hidden facts are not worth the risk.
CCB not exercising because not worth the risk, yet, until we get PEA data
