"November, the city council approved a 20-year contract to purchase power from a solar farm being constructed in west Texas. Because they've locked in a rate just above current traditional energy prices for the next two decades, the city expects to save as much as $19m"

You should organize a march against that, before they buy some wind power, too. Sounds like you're headed down the slippery slope to Carbonfree.

Houston may be greening up, but Texas gets an F for being prepared.

Is the West prepared for climate change?
A new report shows most states are vulnerable to future increases in extreme heat, drought, and flooding.

In general, coastal states scored better in their preparedness, with California leading the way with an A grade for its efforts. Those include the 2014 Safeguarding California document, one of the most comprehensive climate change adaptation planning documents in the country.
