Some comments about CPU power:

The performance difference that people see in lower and higher end CPUs today isn't as great as many might think, simply because most never actually use the extra processing power.

Sure a computer will boot-up a little quicker with an expensive high-end CPU.

However, boot-up speed is increased more by having an SSD and for those into gaming, the key factor there is the GPU (graphics-processing-unit) performance.

CPU performance today between lower and higher end modern processors doesn't make that much difference for those that are primarily surfing the internet and running office software.
