For the pre-felons and future felons, yes, lock them all away in rubber rooms in the mental ward, and build many more insane asylums. Keep them all under lock and key. After they actively commit felonies, we need many more jails, prisons, and execution centers to mitigate the problem of crime and prevent repeat offenses by the same perps. Once they are identified and in custody, keep them there!
