I don't know which factor is the biggest, but I agree video cameras are a factor. Cell phone video cameras would be included in that but the drop started before people had them (peak was 1980). Other factors include demographics, the fact that potential victims are more likely to be armed, and changes in police methods and resources.

No way you can count on that, except perhaps if your an expert sniper (and even then you can miss, but if you do its not like he can easily shoot back at the range you'd likely pick). People often miss, and people often aren't put down by the first hit (even if they are mortally wounded they can often continued fighting back for a bit). Sure you can try to get the drop on him and put two in his head point blank before he knows what's happening, but such a tactic just increases your odds, it doesn't give a guarantee, and there is also a chance some armed third party might shoot you. In any case most killers aren't skilled hit-men.

he might actually kill more innocent bystanders than he saved.

That's very unlikely, and not just for people who aren't unusually skilled.

I was thinking about being a hired killer for a while but then I realized it's so TOUGH now to kill somebody and NOT be filmed either doing the deed or leaving the scene.
