Under "deficit-fighting" zero-based budgeting, nearly every tax expenditure expires, or sunsets, every year unless reauthorized by Congress.

In essence businesses have to donate "protection money" to Congress each year in order to maintain their tax deductions.

It gives Congress the appearance of being concerned about government debts while creating a reliable flow of political donations for Congress members on a regular basis.

Only rarely is a tax expenditure authorized for several years at once.

The Economic Stimulus Act was one exception which authorized business deductions for a longer period of time to provide business confidence during a difficult economic period.
