Shorty is not what we call a deep thinker. Or a particularly informed one. So the implications of warm winters are not going to be a factor in his thought processes. Assuming what he does can be described as "thinking", of course. It is more of a talking points-driven spasm...

The fact that he seems to believe a warm winter means a free lunch with respect to bugs should be a clue. Not that he himself has any.
