I think the price is more a reflection of the $25.50 offer, which is placing a cap on the price. Look at the price "signal" before the November vote - it also signaled a YES vote even though the vote turned out to be resoundingly NO.

[OK, the vote was withdrawn so we'll never know how lopsided the NO vote was in November. Yet another sign of a total lack of transparency into the process.]
