first, it would be helpful if the Feds would start counting how many innocents are killed by cops. Certainly was within Holder's power.

Once we know how bad the problem is, then perhaps the Feds can start throwing some clown cops in jail.

It's really a federal problem because the localities won't fix it. Too much corruption.
