Actually the resource and the standard are two different issues.
Standards are created based on the best for the category. The reason they create standards is to then have a measure to which they can compare.

So lets humour you. and we never find any graphite. The standard is still valid and would be used anyway.

Why?
Because they could then say, the XYZ graphite from TPPZ is deficient in the following categories but exceeds in these categories, is it worth testing for Nuclear use Yes/No

Standards are created not for "baselines" but real life situations, where the comparator can be the rarest mineral in the world with the best attributes for a specific reason.

There is no standard for Natural Graphite Use in a Nuclear facility at the moment. They have up till now used the Synthetic one. We exceeded Synthetic by a large margin. So we do not replace the synthetic ASTM, they create a New Nuclear Natural Graphite ASTM.

Standards committees aren't in the business of validating commercial potential...
