No, if they have not exercised, and it sure appears that they haven't, then that is the exact message being sent. The ZEN supporters who say it doesn't matter have it wrong in this case, for exactly the reasons you said. If people who are the most familiar with the company don't want to buy shares at a 33% discount to the current price (or at a much higher discount earlier in the options life), then it is unfathomable that they should expect anyone else to.
