The certification only and specifically would mean that any natural graphite expecting to enter the space would need to meet the standard as defined by Miller natural graphite ....... nothing more, nothing less.

Far too simplistic an analysis. IMHO

If we get ASTM then people that must adhere to the ASTM then will have little choice but to order from us. In doing so it means more, not as you say "nothing more". We then go from $12-14K for electronics to higher money per ton. Without ASTM, we would get the same exposure the difference would be it would take more time.
