There would be one reason for insiders to not use their options that would be acceptable to me with the following press release:

As our options have come due, we have chosen to no purchase them because we are disappointed in our performance as staff. Although there have been delays beyond our control, there have been numerous times where we have not delivered on the promised time tables nor have we met the reasonable expectations of our patient share holders. We fully believe in the future of Zen, we believe it is a privilege to be part of developing such a tremendous asset and are excited about opportunities that are presenting themselves in the new year. However, we don't feel that we should be rewarded for our performance and the current share price reflects that and we believe that the stock we currently own and are purchasing on the open market will provide a great return for all who have invested in ZEN.

Why jump to conclusions at this point. We won't know until at least next week If in fact shares were sold to exercise options then your post is redundant. So far the only insider selling we've had was to exercise options, what would make this any different?
If not the case then obviously someone on the board has much explaining to do to us shareholders.
