You hit the nail on the head. They see it as an expression of power rather than understanding the underlying responsibility. I don't think they understand responsibility at all. It seems use the term frequently in their incessant finger pointing, but have no idea of personal responsibility. They seem to believe personal responsibility is defined by who they can convince, right or wrong is has done or said something. Truth be damned because they only care about that finger pointing.
