I just talked to IR at IGT (Company which S.C. contracted for the machine tracking system) and was told the following:

1. The contract has been signed so S.C. would still be liable for the $ if machines were ruled unconstitutional.
2. This system is not also a player tracking system like I thought but could be easily modified. He compared it to the system used in Oregon - coin in, ticket out.
3. IGT would be responsible for modifying each machine to hook up to system - owner/operators would not incur any expense.
4. He said that the Cherrokee Indians of N. Car. were experiencing the same problem with the state (no games of chance). They already had Video Poker and Blackjack because THEY INCLUDED AN ELEMENT OF SKILL, but they wanted slots so IGT modified the slots and came up with a new machine called "LOCK 'n ROLL which included some skill.

I've learned at least a couple things thru this conversation, namely further research into the N.Car. situation could prove interesting and if some machines are declared unconstitutional it appears modifications can be made so that they are skill oriented.
