Democratic, as in "we vote people in to office", doesn't make much of a relevant difference in the context of my comments. As for influence and control of rich individuals and businesses, it increases with bigger government. It was also in a number of ways something FDR more directly encouraged (rather then just being a side effect of his generally expanding government control), for example by making major efforts to reduce competition.
