Well it's always been contingent on their having enough graphite. But they don't need a million tons. As chief has been saying, 5000 tons/yr would be very profitable for CCB, even without the super high end pricing.
And while you have 1.4 million tons of graphite, the PEA only provides for the use of 600+K. And that includes the virtually untested, and lower grade, west pipe. The graphite's there, but many times ore has stayed in the ground due to economics, so nothing is assured for either company right now.
