Transition is critical in this situation. Unfortunately, in the development of systems, transition typically is an afterthought.

WRT transition, I was reading the other day about Carson's take on health care. He had started off a while back with subsidized health savings plans from birth. Then, apparently after considering the politics of the R cohort that is most prominent in the polling, he rediscovered the wonders of Medicare and Medicaid. He did mention transition, but all that registers with people, particularly this cohort, is the disruption of their accustomed benefits.
