In the human species, indeed the majority of hominids, the alpha males decide who and when to have sex with. There are very few exceptions to that. Females were always subservient to the males and didn't get to choose much of anything. The one exception we all know are the bonobo chimps. It is also interesting that they seem to be the most civilized and peaceful of all the primates. It is also interesting that they are the one species where the females dominate, and they have 10 times as much sex as any other primate. That might be a good reason to let the women run everything, the guys would get all the sex they could want. In fact that might be a good selling point for women to take over the world.
