Something to consider while still in a bear market. Foreign investors still view the US markets as the only relatively "safe" haven for their investments and savings. Previous examples of bank failures, currency failures, central government policies (and even failures) weigh very heavily on the collective minds of foreign investors, and putting the bulk of their personal finances out of the reach of their own bureaucrats remains a high priority for many of them. So, instead of viewing any current losses much the same as a wild animal licks its wounds, consider this time as a potential buying opportunity, because at some time in the future, buyers will be back. They have scant few "safe" opportunities elsewhere.
