She was not "singled out".

I have no idea what the situation in with your sister. Perhaps she is a County employee, perhaps she has medicare with Kaiser add on. Perhaps she is on Quest.

3 friends of mine were having lunch the other day. All 3 ladies just hit 60 this past year and saw their Kaiser premiums jump from approx. $585 to over a $1,000 per month.

All 3 are in excellent health. However, the ACA is tiered to raise premiums as one ages. One of the three ladies is a swimming instructor, former swimming champion and looks to be in her 40's so it is not a pre-existing condition situation at all.

I have no idea what California is like.
