You have a point. However, this point does not seem as critical for the US decision to bail out South Korea as other points like the strategic political interests.

The US had been dreaming for decades to have Kim DJ gain power in South Korea. US policy makers are equating DJ to Mandela. This is because, DJ was a true champion of democracy in S Korea and was the most powerful to unseat the dictators (who tried to kill him, but for the US pressure). DJ is capable of making peace with N Korea because he is acceptable to N Koreans. These are windfalls and US can simply give away US$100 billion to Korea freely to achieve what was unachievable even at a greater cost. The only missing link in the DJ story was his unequivocal acceptance of free-market policy which he has announced to do. There is a lot of excitement within the US. The US policy makers are so excited that they do want a smooth transfer of power because they still suspect that for unanticipated event DJ might not be able to take over the presidency.
