I am not sure how telephones work in less populated areas. But I suspect two nearby small towns may share one telephone office. If it is not your town, you are further away. From one small town location, I can connect 46K by calling my ISP's 800 number. But I can only connect to the local ISP at 24K (he has a max 400, K56 compatable). So I cannot blame the wires in that situation, although the ISP does! I think the local ISP is not telling the whole story.
