Dear Jan: I dont know for sure of course, but typically Companies that do not have overseas offices attempt to hire locals OVERSEEN by Corporate persons. The purpose is two fold, first it keeps costs down as T & E to keep individuals in the field especially overseas is quite high and second it tends to improve their repore with local companies. On the other hand, if the duration of the work is extremely short it would not be either cost or efficient benefit to contract out locally. So the answer is, it all depends. JDN
