1) Lula incompetence was hidden while he rode the results of the reforms the previous president FHC implemented and all wind on the sails by the Chinese boom

2) Dilma (and many others in other countries) thought the Chinese boom would last forever

By now we know Chinese boom will not last forever and reforms had to be implemented to find new ways to grow.

I keep thinking in terms was the Chinese boom beneficial (overall for all the world) or was it negative?

Had the Chinese boom not existed, Lula term would have been only one and reforms could have been implemented.
