CNBC is, well, full of CNBC. The index put/call volume going into today from Wednesday is 0.98. Equity is 0.66. For the past two weeks, Index is 1.29 and equity 0.70. Both indicators are relatively neutral, the index leaning towards bearish, short-term.

Intra-day today the options were relatively thin, providing no indication. CNBC makes up stories when no story exists. For example, they might say there will be sell programs on the open. There is almost never a sell program on the open. CNBC will say there will be one; because, perhaps, they have to have something to say.

The NASDAQ outperforming the DOW is a typical January effect which is expected.......in January.......

Small cap stocks outperform Big Caps in January, the effect is considered to be early this year, for whatever reason.

(I have some guesses why, but I'm a bear so ......)
