"Vengeance is mine, says the Lord" would actually be relevant against the death penalty. The phrase means you should leave vengeance to God. He will avenge. It's tied to the emphasis on forgiveness in the New Testament.

That said, the government doesn't have a soul and can't really be Christian but IS supposed to have the duty of protecting it's people from violence.
