1 - $9/hours is well below the minimum I'm talking about. Would the same thing have happened at $16/hour? I doubt it.

2 - The country in general, and CA in specific, are recovering from a deep recession, you'd expect unemployment to drop.

Increases prices, all else being equal, reduces the quantity demanded (when the price is the price to hire someone, which includes but isn't just wages, then a reduced quantity demanded means reduced employment). But all else isn't equal in most cases. You can have a negative effect occur, even during an overall improvement if other factors are better.
