Mohan: I don't think it's a new idea. In my company, Oracle Applications are installed in shared mode on a file server, not on every user's PC. A DBA is responsible for the software installation and the upgrade (on the server only). All users can run the applications from the same file server. But Windows itself is not shared. Every user has the Windows installed on his PC. An NC will require that the Operating System (windows) itself be downloaded from the server also. Maybe that's the new idea. Also, there might be some special optimizations for NCs.
