Owning your own land and doing what you want with it, isn't a "special interest". Getting the government to do what you want with it, or getting the government to own it and pay for its upkeep but allow you to do what you want with it (while excluding others) is a case of a special interest. If something is government controlled then its controlled by politics. Most of the time politics is either controlled by, or heavily influenced by special interests.
