It belongs to the government, which often does a poor job with it. Then the government lets special interests use it or influence it use. Better to have land that is going to be used (as opposed to some form of nature preserve) owned by those that use it. Having those who use it pay an unsubsidized price for using it is better then the status quo, but not as good as moving away from the feds owning over a strong majority of some states and about half of the west as a whole.
