There is some connection to the idea. But it isn't really the same thing.

The tragedy of the commons applies to land (or other resources, for example you can have overfishing as a tragedy of the common situation) is open to the use of all without limit. Either its unowned or the owner (often a government owner but it could be private) allows everyone to use it. and the resource gets used up or at least degraded because there is no incentive to save it for later or maintain it in any way (if you don't use it now someone else will).
