How is "karma" compatible with "dumb luck"?

There isn't something call "karma". It is just another expression of the instinctive need to have a protector of some sort. It is like a dying person calling for their mom. When things get rough and you can't bear the responsibility any more, try to regress to your childhood and duck the responsibility.

I don't see how dismissing one's survival as a product of "random chance" involves critical thinking.

It doesn't. The opposite of it, that is assigning one's fate to a god that spared the subject but killed his neighbor's 2 year old, illustrates the sabotaging effect religion has on critical thinking.
