Not what I said, Tim. Until pretty recently, no one wanted the land. In the intervening years, the government created uses for them. That has cost money. The days of the government handing it out for free based on vague promises that someone would put it to use are over.

Yes, some states, at the prompting of special interests who want to exploit that land for their own profit, have had a change of mind. Funny how people change their mind once bribes are in the offing.
