A note on negative interest rates:

One thing that the NYT article in the post that I am replying to mentions but does not expand upon is that small savers -- people with less than $25,000 on deposit, often even less than that, sometimes as little as $5,000 -- pay a monthly fee to the bank which amounts to them getting a "negative rate" that is far greater as a percentage of their deposit than the 0.25% that Central Banks typically charge today.

They also sometimes pay per check and other fees.

Just something to keep in mind.
