The south produced a bunch of systems, many of which were racist. The North had racist systems at the time to a lesser extent (racism was very common, essentially the norm, in the North, but they didn't have slavery).

All of which is irrelevant to the point that racism doesn't require a system to operate, Systematic racism would normally be worse even much worse, but non-systematic racism exists, and isn't rare, and doesn't have to be from the majority or from powerful people or large groups in order to be racism.
