That is just development. The total program is estimated to cost $1.5 trillion. For a plane that isn't as fast as its competitors. Can't out-dogfight its competitors. Has a very short range. Can only engage a couple of opponents before its stores are expended. Would kill a fair percentage of pilots who try to eject. Which still doesn't have much of the functionality it was supposed to.

The list of short-comings is very long. Ironically, if they get the electronics to work, it could be a great scout plane. Ironic because it is supposed to be a Swiss Army knife of a plane instead of a one hit wonder.
