I can't tell you what the problem is with that article without seeing the actual numbers, but it is not correct and likely is just an artificat of the writer's ignorance.

This may be a bit complicated for you to understand and I don't think any of the articles NBC promoted on this subject covered the topic. So, here.

Hospitals, prior to ACA, were being funded from other places to cover the cost of uncompensated care. Cook County Hospital, Dallas Parkland, other charity hospitals, received their money from tax revenue to cover those patients.

Today, they still receive the tax revenue. But they also receive a Medicaid payment. So, as taxpayers, we're paying double for those services. Since they were previously operating at breakeven (supported by local tax revenue) the influx of Medicaid dollars obviously helps public hosptials because taxpayers are getting screwed.

Do you understand that? We are paying, effectively, twice now for Medicaids in hospitals?
