Do you think there ever was an investor that was willing to sink $10MM into this? If not, the halt, caused by the nays, would be a perfect scapegoat to use as the reason why the "investor" backed out.

Exactly correct, they should have waited until after the 24th, now this throws some doubt around, it would not have had the halt been after the 24.
