CURRENTLY , noncitizens vote in seven jurisdictions in the United states (Chicago and six towns in Maryland), and another four towns have passed local laws but await state enabling legislation to implement (Massachusetts). More than a dozen other cities are—or recently have—considered restoring immigrant voting rights, including New York City, San Francisco and Portland, Maine.
