Jack-
To respond to your query......I only do day(intraday?)trading, so my opinion may be of no value to you, but, here goes. I sometimes use TA scans to find a trading opportunity and then watch it before entry for some confirmation. I guess I would shy away from the word "system" because the market conditions tell you whether or not to enter a postion. When I say market conditions I mean the industry group trend, the S&P Futures trend, Interest Rate trend, and lately, international exposure considerations. Equally important is liquidity. I have been crushed so many times by stocks that looked great technically, had all of the stock-moving analysts on it's side, were in the right group at the time, but don't trade enough volume (ever tried SZA?). Again, these things may not apply in a longer time horizon. Maybe substitute the S&P 500 cash and the DOW for the futures and disregard volume. Maybe the idea would be to use the things I've mentioned to "select the best from many", in addition to TA for entry strategy, and pure TA for exit, when the stock shows any evidence of divergence. You mention things like "best RS" or "breakout stock". Have you ever seen things happen EXACTLY the same way twice in these markets? Protect your money, stay with the higher probability situations. Didn't mean to ramble...just some thoughts....
