AS I understand it, Cheney had promised a full pardon for Libby if he alone took the fall, but Bush would not deliver. By then he'd figured out he'd been Cheney's hand puppet for YEARS. Bush still had to keep Libby out of jail and pay his fines, lest he look stupid if Libby turned states evidence on Cheney to avoiid jail..
