That article is really weak. Of course the State Department servers are under attack. And Clinton's private server was a sitting duck with the same kind of personnel going after it. That's why we know the material on her server was gotten by any country who wanted it. Which is most of them. This is a silly argument. Either you have the IT knowledge to be aware of it or you don't, I suppose. But I would expect to have it.
