Teck will certainly have a forward looking development plan of their projects like all major resource companies. It will be tentative to some degree due to the possibility of changing metal prices, country issues etc. They have no obligation to reveal their plans to a junior partner nor would they for a number of business reasons. Some examples would be the right to maintain flexibility in their schedule, another is to keep a lid on the value of an asset they may wish to purchase and so on. CUU can certainly sell SC at any time. If there's no clear development timeline within the next 2 years, then CUU will not get anywhere near the implied value of the metal in the ground, either from Teck or any other potential buyer. You seem certain that both parties have a valuation and just need to come to an agreement. I don't know how you have arrived at that conclusion but I do know that Teck has the leverage here. They can always tell CUU that they don't know when SC will get developed and see if CUU is prepared to wait.

Absolutely a speculative false statement based on your slighted opinion that is intended to pump.
Exploguy is correct in that anything binding between TECK and CUU on shaft creek is in the J/V agreement.

Secondly I have read those same observations in past posts on various boards. You can try to change your ID but the character can't hide.
