Civil penalties if it is enforced at all. ....civil penalties are sufficient.......IF ENFORCED......did you read them? Make it a criminal penalty ....what makes you think that would be enforced?.....you need the will.....Cruz has it......Do You? Not a single candidate is proposing this.
