In some special circumstances yes, I believe it is true with some restrictions.
The rules seem to have changed some.

IF you are on the VA mailing list you should have the info. It doesn't apply to me, so I didn't save it.

Recommend asking the same question at your nearest VA medical facility or Administration Office, and your Congressman's veteran or congressional liaison.

I would expect it can be found in the most recent VA benefits booklet or the on-line version.

A friend is doing similar because he lives so far from a VA Hospital...Something like over 50 miles.

You will also need the new VA picture ID Card.
