You: That's an abstract question because one actually needs to live in the country in question for a while to make that determination.

Well, I did not mean the question to be abstract. I just wanted to know if you thought there was a least one country (now, other than Canada) that works best. If we can't find a candidate country for discussion, we really can't create an concrete understanding of the slogan "government which governs least governs best."

How does anyone ever apply such an abstract concept like that? I would think that someone might say that country X has a simplified tax code and their GDP per capita is higher than most other similar countries.
